Ferekens, Shimmersand, Fortune's Shore

He enters the plaza, where the Forge and Laboratory are, and says something like "I can't wait now, she's after us.". Follow him around the plaza and he says that "Irsten is late, this is very bad". When he approaches a cluster of rocks on the water's edge, at 6547,6999, an Agent of Akala appears and attacks him.

Defend and save him, or watch him die, neither action gets a quest or achievement. Irsten is on the other side of town, at the Trader's Pavilion, and he will also be attacked by an Agent of Akala but, other than that and the mention of Irsten, there does not seem to be any connection between the two. Perhaps there is another place we will find another instance of Irsten and learn more?
