Someone built it, they had the technology.

The race is over for the first Legendary weapon in Guild Wars 2, and the crown (sorta) goes to Xalkyrie. As GameBreaker.TV reports, Xalkyrie initially had all the components, but the quest in Strait of Destruction was bugged and he couldn't finish it. There's more contention if he was the first, but his public display secured his position and reknown, and congratulations to him for having the wits to record it early. 

Since then, everyone's been taking to the crafting stones like a storm, creating the Sunrise and Twilight greatswords and the Incinerator dagger. What's left to make now?
