Cyril and Brougan can be found in Sanctum. After speaking with them head to Overwatch Keep and speak with Prince Hylas. He will 'kick' you across the zone into the sea, I hope you like swimming.

Completing this will earn you the The Prince's Pal and the title The Revolutionary.
