You may see this NPC near the top of the stairs southwest of Fortune's Shore. He yells "You must come with me! There is an invasion from the Plane of Fire lying in wait behind those rocks. This way!"

He then leads you to the spot near The Oasis where, of course, his associates are lying in wait. "We'll be relieving you of your valuables now, foolish traveler. Get 'em!"

His "friends" are 3 Gutterborn Operators, and the 4 of them attack you.
