I had encountered this as well--apparently they work fine for a while but then get stuck with bouncing their dialogues. Hopefully it'll be fixed soon.

So I have done the first quest just fine...I have hailed both NPC's. Lagur goes through some script and then....nothing. He says I could help them out but doesn't offer a quest. Am I missing something? I've stood by them for at least five minutes straight :(

p.s. - I submitted a bug report since it seems to be happening to multiple people
