UPDATE: We have discovered that the reason behind these issues is that there was an SOE-wide maintenance that started at 3am PDT and ran through 6am PDT. You can see the announcement here on the Vanguard forums.

UPDATE 9:25am EDT: Login servers are working for now! We also see SC balances in-game.

As of 9:15am EDT (6:15am PDT) the EverQuest II login servers are down for a second time this morning. The first round players were receiving a black box in place of the launchpad; this time around those who are character hopping or zoning are getting booted with a "login rejected" message. The Marketplace SC balances and Krono were also unavailable while in-game.
