Doesn't that 20-ish million number include those who would voluntarily drop their insurance once no longer having the mandate?

According to Kai Ryssdal on NPR on my drive home just now. 24 million either losing, or chosing to no longer have, health insurance.
To be clear, I think choosing to not have health insurance is an issue itself that needs to be addressed. But I just think it's a bit dishonest to tout the number as people losing healthcare. Because it implies something different than simple choosing not to have health insurance because you have the option not to have it.
