For some reason, on Live settings, the PvP and Tradeskill forums are underneath the Class Discussion category. Here's a screenshot to show that I'm not crazy:

They are most likely listed by ID number, which is in the order they were created.

IIRC it needs updated to descend further in a tree structure of top_category, game_category, forum_category, forum (the longest possible one, and the case in that -er- case you showed). Right now I think it stops really checking whose children are whose a category too soon.
