You are right, but there are plenty of anime that simply don't contain
any elements of science fiction or fantasy. Beck is an anime about a highs schooler's struggle to become a musician. Bamboo Blade is a comedy about Kendo. There are a myriad of generic romance anime about people in love. Akagi is about an insane Mahjong gambler. Lucky Star is Seinfeld for Otaku. Black Lagoon is a gritty action series. There are enough anime that are neither science fiction nor fantasy to prevent the cateogry of anime from directly fitting under the umbrella of the existing forum.

Let's pretend you could categorize all anime under scifi and fantasy, for the sake of argument. It wouldn't matter. Currently the SF forum isn't being used to discuss anime and it is unrealistic to expect that to change spontaneously.
As I said previously I don't have a problem with anime being merged with other categories under a larger umbrella, but it needs a place to go and there is none at the moment.
