Mounts are an out-of-combat runspeed buff that doesn't stack with non-mounted out-of-combat runspeed buffs, like Spirit of the Wolf, bard songs, and the like. Very high level mounts sometimes have other effects attached to the buff, which persists indoors even though the movement speed component doesn't function there, though they're probably going to move away from having mounts with buff-effects in future content.
There are a variety of mounts in game that give players a runspeed increase and sometimes stats. Some require guild levels or city status; others are quested or dropped.
Mounts may also be placed in your home as a house item - the house item have separate database entries with no statistics.

Each major city has a stable where some mounts are available for coin (or at a reduced cost with guild level and status points). Mounts are also available for purchase on other contents, often requiring guild levels or faction.
The mounts which only require coin to buy are also listed under Guild Mounts.
Several mounts are only available through quests.
Shard Mounts are purchased from a mysterious Quellithulian in Moors of Ykesha for 50 Void Shards. They come in three colors and two varieties. The item name is the same for all six bears.
Some mounts are dropped by mobs.
Tinkerers make cool hovering platforms.
These are Loot Cards, from the Legends of Norrath Virtual Collectible Card Game.
Some mounts are special offerings from SOE. They may be offered based on whether a player purchased a boxed edition of the game or purchased a digital download. They may also be offered as specialty codes in advertisements of print and online publications. If you qualify for one of these mounts you'll find it in your /claim window.
