What are the gas clouds throughout Outland and Northrend for? and how do I become able to collect them?
The gas clouds contain elemental motes in OL and crystallized elements in NR. They can be gathered using a mote extractor, which is an engineering item. There are also certain items, like the Eng helm, that lets you track them on the minimap.

This. Also a good thing to note is that the tracking of the clouds does NOT override other gathering skills (like mining nodes).
One thing to note with the extractor is that you need to be an engineer to use it, so don't bother with the clouds unless you are one. Although if you do see them floating around, don't be shy to mention their location on general chat so us engineers can suck em up :p
I just leveled up engineering and I wasn't aware of this, thanks for the info.
