There is a jewlecrafting trainer at The Exodar and at Silvermoon. Unfortunately you'll have to wait until Mid-January for those areas to open
Shops are selling recipe's though, if you're interested in jewelcrafting go around various towns and buy them up in preperation.
What you really need to do before burning crusade comes out is research the mats you need to level up and then start stockpiling them. I guarantee that prices will skyrocket the first week as people try to level jewelcrafting from 0 to 300 in one day. In fact, you might want to just sell the mats at a ridiculous profit and wait for prices to drop again before you level jewelcrafting yourself. There might be a free flying mount in it for you...
