Can bows/guns/crossbows be enchanted. If yes, do they glow?

All you can do is add one of the engineer scopes.

Can other long range weapons, such as wands, be enchanted?

No, the only things that can be enchanted are the Armour and melee weapons. And you can get your long range bullets to glow is to get honored with AV and buy the Ice Threaded Bullets/Arrows, and the glow blue in flight.
