If you are Horde, Una is the Artisan leatherworker and she is located in Thunder Bluff.

In Stormwind, Old Town, Protective Hide shop will provide Artisan skill for leatherworking at a cost of 4 gold 50 silver (close I think from memory)

i ended up going to darnassus and it only cost me 50s for the upgrade ^-^
