is there a level limit to disenchanting.
Like say I was a new enchanter with disenchant and I wanted to disenchant a blue item does it matter what level or skill level my char is?

No. As an enchanter with a single skill point, you could disenchant an entire epic set of armor.
The only downside to disenchant is that it stops giving you skillpoints after you've reached 50 skill (if memory serves).
