Where do you train in Master Swordsmith?Follow

My blacksmithing/weaponsmithing is at 286 and i was wondering where you get trained to be Master Swordsmith and what thye skill level has to be. I imagine its either 285 or 290. I've been told that the trainer is in Winterspring but i want to the Thorium Order guy and he just old me to go away.
