is there a level restriction on Master Leatherworker training?

Someone mentioned that there was on Blacksmithing (lvl 35 skill 200 required). I am currently lvl 32 skill 201, and was thinking about making the run to Aerie Peak.

To answer your question simply there are level caps on ranks, Level 5 for Apprentice level 10 for Journeyman level 20 for Expert level 35 for Artisan and i think it was Level 40 for Specializeing.
