If you do enchanting with one of your characters, are you able to enchant soulbound gear for you other characters on that same server somehow?

Yes, in the Trade window there is a space at the bottom called "Do Not Trade Item" and you just place it in there, and the Enchanter can enchant in that window.

You can enchant other players soulbound gear, but unfortunately you cannot enchant your other characters soulbound gear since both the enchanter and the character with the gear must be logged on at the same time to open the trade window.
