Since I saw no post on this and had to pretty much figure it out myself, I thought I'd share it with anyone else who's interested in doing Tribal Leatherworking.
Tribal Leatherworking NPC is located in Thalanaar, on the borders of Feralas and Thousand Needles. To receive the quest, you need to be level 42, and have done the Wild Leather quest series out of Feathermoon in Feralas (Located on the northern island in the western sea).
Hope this clears things up for anyone else looking to finish this.

Im also experienceing the joy of trying to complete this quest, however, i am stuck on the wild leather vest which requires 2 Turtle Scale Breastplates to complete (and Gauntles as I recall). Does anyone have any idea either where to get the items OR where to find the recipies for them?

turtle scale brestplate and gauntlets are trained by the leatherworking trainer in darnassus.

okay i sorry for the dumb question but just tolerate me why would somone who like my self do this if we are a rogue the main product is mail and we cant wear mail or can we if we are able to make it ? i know it sounds dumb but i dont want to pisk something i cant use and after looking at some pieces of elemental and dragonscale it seems i am screwed i dont want armmor with resist i want agility and stamina and spirit what do i do?
