Check over in the crafting forums Zidana, that is where alot of people will tell you to go. But honestly As Kamalii or Chyrsta both have either 100 craft in both. 13mil won't touch cloth to 100, might take u to 80 on ach.

Actually if you don't mind investing time into farming and harvesting, you can get cloth up rather cheaply. I got mine to 51 with hardly spending anything. The few things I couldn't farm I'd stock up on at npcs cheap. Desynthing common drops like yag necklaces kept me up on supplies of some of the more basic ingredients.

I assume with the gil though you'd much rather power level the skill. In which case, Unc is right in you may want to check the crafting forums.

depends if you plan on doing jumps then that gets pricey but Alchemy really wasnt too horrible for me to level. I think to 50 I spent 1.5 mil but this was before major inflation and leveling low jobs helped alot with ingrediants. I havent touched cloth...leather was pricey and so was bone.
Alc is great for making your own potions and for Proms (im sure there are other reasons too)
