I have been complimented on my healing abilities countless times, despite the fact that at my level i'll have up to 200less mp then taru mages, /smn, or just well equipped whms.
Efficiency is key. You don't have the mp to spam cures all the time, so make sure they count. Cure restores 30 hp (on average), make sure every drop of that goes to your tanks health. Wasting hp means wasting mp, and you can't afford it. There is also a priority in who to heal (if you have a support healer this really comes into play, and you should discuss it with your helper). There are two people in my party who I try to keep fully healed, the tank and the puller. Hate will be an issue in the dunes, even if you have the best party possible. Mages for the most part, don't need cured. Yeah, if they are half way or so, definately, but if the blm takes 1 shot from an overnuke before voke is up, he'll gain that life back when he takes a knee after battle. If your DD melees are getting hit alot, wait until they are in the yellow to cure. If they had to take hate because your tank was at low life, heal your tank full. I won't let anyone die, don't get me wrong, but I know that as a whm if the tank dies, I die. I try to keep the puller healed because they usually take damage on the way to camp. I am not saying to never heal the others, but make sure they need it.
Learn to kneel during the fight. Don't be one of those guys who just stands there when you're not doing it, or god forbid engaging the mob as a whm. If you have an extra second, take a knee. I know it takes a long time to gain 1 tick of mp, but if you know how to do it right, time won't matter (for example let the tank take hits and heal, then stand up and drop a cure II, if he's been spamming voke and doing whatever else that particular tank class should do you shouldn't draw aggro, because you haven't been healing).
As far as equipment goes, don't bother buying any +mnd gear, if you can fill that spot with +mp great, but your elvaan and mnd is what we're best at. I don't use cure anymore, so I don't really know how much my cure is for, but my cure III currently heals for between 190-205 I'd say (rough estimate, haven't partied as whm in a long time, been limit hunting). Most other cure III I see do around 180. 10 more hp might not seem like much, but if I put on my medecine ring, that could put me healing an extra 30 mp then normal.
/blm, /smn, /rdm? Conserve MP is an awesome ability. Especially when you are launching higher cure spells (Hitting Cure IV for 44 mp is awesome). /smn provides the awesome mp boost and at higher levels avatar abilitis. /rdm I've been told is gimped and I can understand why (as my rdm is only level 16, I can't talk a lot about this job, but I do know that rdm has lower mp then /blm and /smn, and fast cast doesn't really help a whm very much. My personal preference is /blm, conserve mp is awesome and so is ds + sleep (in case of multiple links, no blm, etc).
I am sorry this post is so long, but I have taken a lot of crap for being an Elvaan WHM. I get a lot of /tells about what my mp is, and how much better it would be for my group if I had more. The truth is that I have never had a problem getting chain 3 and 4s without any sort of refresh (no hmp eq. either). The problem that happens more is that my party can't kill things quick enough to chain more (this becomes less of a problem in statics when you have all the kinks worked out). I remember what triggered this event specifically. I was chilling in Bastok Markets (my hood) and I got a /tell from some anon guy. "How much mp do you have?" I ended up having 200 less mp than him, and his static party was able to get chain 5 every time and he totally made fun of me for it. What a douche man.
