But if we agree that it's unfair to attempt to collect corporate income tax for *all* profits, and we really only care about getting corps to pay their fair share for profits generated in the US, doesn't it make more sense to simply change the tax code to accomplish this and only this rather than leaving it in place and going more strongly after corps that avoid the unfair portions as well?

What you're saying just makes no sense at all. Also, such closing of loopholes would include all the taxes, not just the "fair share" that corps should pay for domestic activity. Once again, we're put in the same "all or nothing" situation. Why not fix the code so that this isn't the case and then the problem goes away?
