Joph, I hate to break it to you, but you are wrong. It WAS a minor! College students can easily have kids. What if the parent couldn't find a baby sitter for his/her 13 year old, went to the library, and while studying, left their kid to use the net?
That IP address may not belong to the child, but the child was using it at the time. It falls under the Child Habituational Situation act.
