WTF? How does that work, unless you're initials are OJ? Where I'm from, if someone kills you it's pretty much guaranteed to be criminal in nature.

Yeah it is possible, but I would think that guards guarding military prisoners would follow the same rules regular prisons follow, and to detain escapees not kill them. With all the non-leathal was to detain a prisioner there really is little reason to shot to kill one unless it is for selfdefense.
