I believe this refers to when an attached friend sabotages the attempt of a single friend in seducing a young lady. It is common for attached friends to try and get "technical" pulls, in other words seducing a girl without any intention of doing anything. This can be terribly annoying, as people have more confidence when attached - they don't really care about the outcome, they can have that debonair attitude that women find attractive.
