Probably because none of the rank missions involve going to CN.
I've never thought that rank was an accurate indicator of overall experience with the game, anyways. I honestly wonder why the game even bothers to show your rank in the /sea list.

Rank already was worthless for determining anything but (possible) sky access, and even then, it's totally plausible for a rank 1 to have sky access via a nation swap. Usually, if you did have access, you'd say so in your search comment anyway (search comments have information that can actually matter, yet nobody pays attention to them, wtf?)
I'd prefer people to pay attention to things that actually affect one's performance, such as appropriate and leveled subjobs, for instance.
