The big problem is that all the forums were different. This is just part of them picking one style and applying it to everything.

Yeah, but why is there only one tab for "Forums" and then a whole bunch of unused space next to it? At the very least, there could be a tab for game-specific forums and a tab for cross-site forums. The cross-site forums tab would be the same thing on all the skins, so I don't really see a big deal.

Of course, you'll forgive me if I have no faith in having this changed back. I mean, there was a lot of negative feedback when the tabs were changed to terrible mouseovers in the first place. But apparently, it was just assumed that the only people who didn't like it were the ones who spoke up, and all the people who didn't post feedback (positive or negative) must surely be content with it.

Probably. I'm probably more frustrated about being asked for feedback and then having nothing changed when it's overwhelmingly negative, than had they just been like "NEW LAYOUT. DON'T LIKE IT? @#%^ OFF." At least that would have been honest.
