Report can be used any way. Though the intended use is to simply bring a thread/post to an admin's attention. That doesn't necessarily mean you should only use it when someone is clearly breaking the rules, you can also use it if a thread needs to be moved, or even if you think a thread is about to devolve into something worse, and they should keep an eye on it. Pretty much any reason you would make a post here, and link to a specific post/thread, there's a good chance it would be appropriate to just use report.

There would be riots if i became an admin.
