It doesn't. But Allakhazam has been pretty up front that talking about third party programs that are against the TOS of XI are taboo around here. I don't know why it would be different for XIV.

I would assume it's because SE hasn't released the ToS for FFXIV yet. Makes sense, seeing as the game isn't officially released yet.
I don't think anyone is under the impression that SE is suddenly going to be ok with third party programs, but maybe that's why. ETA:

Really, I don't have a dog in this fight, but I felt bad that Aurelius makes an incredibly good point and these discussions could be bad for the relationship between SE and Zam, but no one seems to be on his side.
