I've just had a post rated up which seems to have enabled my rating (I can now see the rating drop down boxes etc) but I'm not a scholar.
Is there a gap between 3.00 and 3.01 where these don't meet or am I being an idiot?

There is a fine line and it's on an average so that can change at times, you just happen to be on the cusp.

There a couple rate ups to toss you over, and to fend off our karma feedback stalker... he knows who he is and that we are watching him. (He thinks he is the unofficial karma police)
