No you seem to be thinking of some advanced form of "ignore". Just dont respond to anything he does. You keep making threads about his sock and he just makes more socks probably to get a rise out of you. Just ignore it. Let him PM, let him post, whatever just ignore it... Like most children they will get bored when they dont get the attention they seek.

How about I start sending you hidden links to gay **** in PM's? Or IP stealers? Or threats? Or hopes of your death? Yeah that's real easy to ignore when he changes usernames and you can never tell if a PM from someone is real or not. He's made over 300 different accounts. Ignoring does not work. I've been dealing with him for more than two years.
