which is better for what songs? does it matter? does it make a huge diff?

Buffs:
String Skill (only) increases the range of songs.
Both Wind/Sing/String increase the potency of buff songs equally.
Debuffs:
No advanced amount of testing has been done between string and wind. There has been alot of minor testing done. It is generally accepted that wind is more accurate than string for debuffs, but no one can tell you by how much. Most people will tell you to never use string for debuffing.
In my personal opinion, string is largely underrated. Most people don't even have a string build for BRD. That alone is the biggest reason why string is never used. The other is the horrible stories about its accuracy. I've seen some claim string is half as accurate as wind or worse - this is incredibly wrong. I use string for Horde Lullaby, Finale and Threnodies, and rarely see resists at all on normal mobs. On HNM, I may swap out my Threnody instrument, but usually I don't.
I'm a special case I guess though, because I *do* have a string build (last check, I think had everything I wanted for my String Buff and String Debuff builds). My Wind Debuff build and String Debuff build are very close in terms of stats and such.
I'm not going to say that they are the same, but the claims that string is inaccurate are a bit unfair. You can make string builds work if you really work at it, and they can be as good as wind builds.
The only question is, do you want to carry the extra gear?

Above anything else, you match instruments to songs. Most don't give you the option to pick between String or Wind options, the instrument(s) for that song are simply one or the other.
- For buffs, the variable range on String can be more of a headache than a benefit. Wind is consistent, which is beneficial when not doing the same songs on the entire party.
To a point, sure, it takes a good build for either to make them work well.
Until you hit endgame, really the only thing to look at is the Lullaby situation. The better answer there is: use both. Wind has more accuracy to it, but String wins for range. Using a Nursemaid's Harp on Horde Lullaby gives it a wider radius...so it's preferable if you can pull it off. What you don't want to do is sell off your Mary's Horn when you can get the Harp, which is where most of the anti-String sentiment comes from. Keep both, use Mary's on Foe Lullaby, and in Horde only if you have accuracy problems.

When it comes to buffs and debuffs, a Wind Instrument will add the Wind Instrument Skill to Singing Skill for more strength and accuracy respectively. String Instrument Skill will increase the range of songs ONLY.
