Just for the sake of amusement, we'll use Kunlun +1 OA2-3
514 delay, +20% JA haste (Haste Samba + Hasso), +25% Gear Haste, +15% magical haste (spell), +20% magical haste (march x2) = 80% haste
assume brutal, 5/5 DA merits, 15% DA rate
assume OA2-3 is 50/30/20
for sh*ts and giggles, add 11 Blitzers role and a Sword Strap (Delay -15.1%)

so every 1 1/3 seconds you would swing 1-3 times;
to further play with it, going for sheer volume of attacks, in addition to the above haste, apply retaliation, and assume the following gearset:

so: 87 delay gaxe with 50/30/20 split, the 68% DA only applies to the initial 50, netting a total of 34 extra attacks every 100 attacks,
so in every 100 attacks in this set up, 16 will be single hit, 64 will be 2 hit, and 20 will be 3 hit. Since you're /sam for Hasso, Zanshin will reduce the amount of double attacks the get through, so lets say that instead of /sam, you're something else and using a +haste temp item for the last 10%, and if you really wanted, we can include a berserker's tonic to cap out double attack, making the total attack round split 0/80/20 at 87 delay.
Ok... I don't care how impractical this set up is... I wanna see it in action...
