(1) should always be accurate, while (2) is a little complicated... it's usually true, but my MNK will probably do more WS damage than an average WAR, while an excellent WAR could conceivably out WS my SAM (which is also good:P, and of course would also out WS my MNK). if you mean spike damage, RNG or DRK is probably the job for you, though high-end WAR (and to some degree SAM) spike pretty high. however, overall WS damage is ultimately more important to your party than spike damage.
no job will instantly make you shine above other DD. you'll need to put in effort to make gil and learn about stats if you want to do a lot of damage. once you put in a lot of work, high end MNKs, SAMs, WARs all shine in both DoT and WS (though MNK do less WS damage). WAR is definitely the most balanced of the three, which is part of why i suspect WAR/SAM has the highest damage potential of (non-level5 relic) jobs. when maximized or whatever, WAR/SAM's DoT approaches that of a good MNK and its WS damage approaches or surpasses that of a good SAM. best of both worlds.
anyway, you should play whatever you find fun.
(edit: i would never fully admit that WAR/SAM should outdo (the rarely seen due to too much power and not enough survivability) MNK/WAR, but going from 60% to 70% haste is a very big deal)
