Gravity from /RDM is almost certain to not work, and definitely won't work better than Desperate Flourish. Not to mention that not using /NIN in this fight is suicide. (Get hit once with his Engravity and you're probably screwed; even if you can heal it with Healing Waltz, it leaves you very vulnerable to EBB)
The most important thing is to already be running *before* EBB starts being readied. If you only start running as soon as you see it being readied, you're screwed. And yeah, I would be sporting the +movement shoes. If you don't have them, get them; they are easy to obtain.
I know evading EBB can be pulled off, because I've escaped from EBB while in melee range on RDM before, and I didn't have any +movement gear then. The real question to me is whether a DNC can get in enough damage before timing out. It might seem at first that it'll be easy to do so, but as the fight goes on, it will become harder and harder for melee jobs to get damage in due to increasing EBB rate.

It doesn't. It's purely based on time, and as its HP falls the time required lessens.
Second most important thing about this fight to keep in mind: don't hit it so much early on in the fight (when the time during EBBs is greater) such that you give it enough TP to use another move. Bad Breath almost certainly means death. Sweet Breath is probably death unless you've been using poison pots or some equivalent, because EBB usually comes right afterward.
