Anyone can help me?
We fighting a NM (ironclad) in abyssea.. when we trying to kite it and our avatar dies.. there is a EXTREMELY long recast time on avatar.. not the normal recast time.
Is there special rules from SE that say it takes longer to recast an avatar if fighting a NM?

Resummoning in Abyssea for NM'sFollow
Well, I guess it started during my first year of the second grade, when I was eating lunch and caught my reflection in a spoon, and I thought to myself, "Hey Derek, you're ridiculously good looking!" And I thought maybe I could do that for a career.

Recast time : 30 seconds
Weakned status double those, Double Weakned status for even more longer casting/recast timer.
To shorter casting time there's only Fast Cast.
To shorter recast time, there's Haste and Fast Cast.

Which Ironclad were you fighting? If it were one of the Ironclads that uses Seismic Impact, that TP move inflicts a Slow, which might have been the source of your recast time issue. I can attest that unless I'm slowed or weakened, the recast time for my avatars when fighting an NM in Abyssea isn't any slower than it is outside of Abyssea or against a normal exp mob.
