Should I HQ Evoker's Spats or Pigaches first?
I love -Perpetuation but I feel like Evoker's Spats +1 could be better, for Carbuncle and just when I have my avatars meleeing in general.
Also, has any testing been done for how much bonus accuracy the NQ Evoker's Spats give in comparison to HQ Evoker's Spats?

First AF+1 piece?Follow
The feet definitely. They are more valuable than the legs since we don't know the exact number off acc+ for the normal AF pants, let alone the +1. Plus -perpetuation cost on legs is invaluable with the new ACP body if you're going SMN for it.

I'll probably not go for the SMN ACP body.
I just spent a lot of time getting the Yinyang Robe, which will do just fine for the slot, I think... the +Enmity on the Avatar is good, etc.
Obviously it's up to the SMN but I'd rather get a different ACP body.
Also Yinyang Robe was annoying to get.

Pigaches, no question. Why would you want -enmity on your avatar, anyway? If you ask me the +1 Spats are a downgrade.
I actually doubt it's any different. Most unique mods like that on AF remain unchanged from AF to AF+1 unless the text on the item actually indicates a difference.
Example:
RDM AF hat: "Enhances 'Fast Cast' effect" on this and the +1 hat are exactly the same. The +1 hat's effect isn't any stronger.
NIN AF feet: NQ says "Nighttime: movement speed +25%". HQ says "From dusk to dawn" instead. The HQ shoes work for a slightly longer period of time than the NQ does.

I don't have any of the AF+1 pieces yet, but I would personally go with the pigaches too. I just think the perp- would have a more noticeable effect.

As far as anyone knows, Enhances <something> stats don't increase with HQs, tested with other jobs, and an educated guess made for SMN's. Upgrade for the new visible stats. Feet, Horn, Spats in that order, I'd say, which is what I did (Spats are being upgraded this week). I already chucked my body and hands.

It just seems like people always prefer using Summoner's Bracers over Nashira Gages and that's kind of where I was getting that more Avatar Accuracy > -Perp.
But if AF+1 legs aren't going to get more accuracy then it's not even a question.

that isn't completely true. which hand-piece you use as your main depends on your play style and the situation i would say.
i guess most summoners decide to put their merits into physical acc/att.
for those the summoner's bracers will be best choice in most situations.
other summoner's like me will go with the macigal acc/att. accuracy and summoning skill don't have any influence on the damage you'll deal by using the merit-bps but the tp your avatar gains before does. that's why i like to have my avatar out as long as possible and would go with the nashira's most of the time if i already had them (ultima refuses to drop them... :/).
if you're looking for pants that boost your avatar's accuracy try to get herder's subligar. looks like sh*t in combination with the rest of our gear but the acc+ is very nice.
i did feet first, the strongest piece and should be everybodys first choice.
then i did legs, little extra help when soling
finally i did the horn, bit of extra stat boosts for stoneskin/spirit taker
threw the body and gloves a long time ago.
i would say most summoners use both. macroing in relic hands for bloodpacts and spending the rest of the time in nashira/carbymitts. as a typical example of common practice.

1) He's soloing and his pet just died
2) The rest of his party is dead
So yeah, it's a rather dubious "improvement". Sticking with Pigaches.

No one ever accused the Spats+1 of being amazing. I was just correcting what looked like misinformation, since the NQ Spats only have Avatar: -Enmity, and it's only when you get HQ that you get player -Enmity. So +1ing the Spats is not a downgrade at all, but hardly worth doing first since avatar accuracy is best guessed to remain the same.
That's why I said do Pigaches then Horn first. Both are miles ahead in terms of usefulness, even the Horn. You upgrade the Spats if you have the items after those two are done, but before the body or hands. I know some people are completionists, which is why you toss in that caveat.
