hey i have a samsung 1080p tv that's also hooked up to my pc and my ps3. i was thinking about upgrading my nvidia 6600 to this card:

http://www.microcenter.com/single_product_results.phtml?product_id=0282424

is it any good? i was kinda surprised at how cheap it was. i also wonder if it is compatible with my pc, since it's about 3 years old. i'm not home, so i cant show the exact specs.

The Radeon HD 3650 is an extreme budget card. It won't run games that are new all that well, especially on a 1080p resolution.

I would recommend this one instead for a little more in price: http://www.newegg.com/Product/Product.aspx?Item=N82E16814125088

It is $140 after rebate, but for the performance it gives you, you will definitely thank me if you were ever able to compare the HD 3650 with my suggestion.

Just be sure your power supply is at least a 400watt and you have a PCI-Express slot on your motherboard. If not, than an AGP solution is required, in which case I recommend this one:

If you are unsure which motherboard slots you have, please list your motherboard model here and I can check it out. In any case, you do NOT really want a video card for under $99... deals can be had for $99-159, as these two are currently priced.

If your tv has DVI, you can get just about any new nvidia card and hook it up and get full 1080p, its really not that big of a resolution to computers.

It's 1920 by 1080, so yes, it is that big of a resolution "to computers". If the idea is to play games at that resolution, no, most new video cards won't provide adequate frame rates. If the idea is to watch video, a $60 card with hardware acceleration would be fine.
