WowReader failing to startFollow

"The application failed to initialize properly (0xc0000135). Clink ok to terminate the application."

that's the exact error i get when attepmting to start wowreader. I'm guessing it's either a service i have turned off or something to do with dotnet. any leads on what is the point of failure would be appreciated.
