Graphics Card HelpFollow

I currently have a Stealth Radeon 9250 ATI PCI graphics card, and I'm trying to fix the refresh rate on my computer. I'm not sure what the computer terms are to this issue, but when I load up a new screen in a video game like final Fantasy 11, or am using the Internet, my refresh rate (I think) tears a little bit before loading, like it can't keep up. I tried changing the rate in properties and advanced in monitor settings, and tried changing it in the ATI control Panel, but it doesn't seem to do anything at all. Do I need to download something like Rivatuner to fix this issue? I'm currently running my screen on 800x600, and I have the latest updated drivers as well, so I'm not sure what the problem is...

If I do need to download a program to fix the refresh rate thing, can you please specify where to go to do it in the program. Thank you!

I think you may be describing the fps (frames per second). The refresh rate is simply the amount of times in a second that the screen is "updated". (the higher the refresh rate, the easier it is on the eyes to keep looking at the screen)

If you haven't, update DirectX to 9.0c. (http://www.microsoft.com/windows/directx/default.mspx)

It is your graphics card that causes the "lag" or "tearing" as you describe it. It may even be the hard drive itself, as if it cannot write and read data fast enough, the system will seem to "stutter" as it is doing it.
