Fudo is awesome because Fudo to Shoha makes light for awesome damage and ODD aftermath, so Masa is clearly the superior option if you have it. Main problem I see with Masa compared to Kantonotachi is the weird ass delay on the former, which can mess up your X hit outside Abyssea (unless you own a regain earring).
Or Atmacite of Coercion, which, as a DD in VWNM, you should have one maxed to level 15.
The perfectness of X-hit build is debatable if you're doing VWNM.

Now this completely contradictory to what you've just said earlier.
7k only possible in Abyssea being 2 triple attack landed, netting you a 6-hit shoha. 2k-2.4k is the default number on Shoha outside, with 3k-3.6k are the spike if you got 1~2x double attack landed.
To my calculation, Fudo isn't far behind (0~200 dmg) if you're comparing it to Shoha at 100 TP on Masamune.
I don't really see there's any necessity on nerfing. Ukko's WAR outside still can deal 4.4k easily on target I can only deal 3k Shoha on it.
