I see this in my spell book and it say's to see my trainer but when and where?

The flight trainer in Dalaran will train that for you for 5000 gold. It allows all of your flying mounts to travel at 310% speed.
there are other locations too, sholzar basin, shadowmoon valley and i think shattrath too where you can learn 150% flying, 280% and 310%
Perhaps I should refine the question then. "Flight master's license, Allow you to ride flying mounts in Eastern Kingdoms and Kalimodor. See your trainer" Anyone have any ideas on this one?

It allows you to fly on Azeroth, requires level 60, costs 250g, and will be available when Cata launches.

You can't get it yet even though it may be lit up in your spell book.
