Blizz eliminated the role-specific quests with 4.01, including the Mathias and Defias chain leading to the rogue tea recipe. They have not yet made it available any other way; expect it to be added to Smudge's offerings, in Ravenholdt Manor basement, eventually. In the meantime, those of you with the recipe, there's gold to be made!
