I've got a 46 fury warrior and I'm doing crap dps. I dont want to go arms. Here is my armory:

ive got a few BoAs and some enchants...

I'm no expert on Fury leveling, but you don't look terrible, so ...
First, when leveling, I generally stick to a 10 level difference on gear, at most. So your ranged weapon needs upgrading badly, if only for stats.
2nd, as for talents, I'd max out Precision and possibly Armored to the Teeth. Drop Commanding Presence till later and shift the 5 pts into Enrage.
These should help make a noticeable improvement.

Glyphs are fine for leveling, but expect to change them later.
Unbridled Wrath is fine, more so if you're rage starved.

I'd talent like this. More AP from Battle Shout > Unbridled Suck.
Things to remember when DPS:
Stay on target, don't get distracted, hit the tank's target and don't stop until it's dead. Uptime on target is a major piece of overall damage output.
Do as much damage as threat allows. Download a threat meter and live by it's bars. Never over-threat your tank.
Don't stress minor upgrades. Leveling gear sucks more or less, don't sweat it too much.
Did I mention uptime on target?
Single-target DPS suffers in leveling instances compared to the classes with early AOE. Don't worry too much about meters, they are basically meaningless outside of raiding.

which is more important around level 50, attack power or strength?

For warriors, 1 str = 2 ap.
Plus strength gets modified by buffs. Strength wins.
The only time you're even comparing attack power on a piece of gear, is when it's mail or leather.
