OK, gotta a simple twink question
Whats the best level to twink a hunter and why 29 ... 39 ... 49 ... or 60?

Twinks are dead.
The closest you can get to twinking is leveling through BG's for say levels x6-x0 while equipping your toon with as good/as expensive gear as you want to.

Level 29 is the best, the higher level you go up, the more powerful other classes become.
But twinking is pretty much dead until Cataclysm comes and all Battlegroups are merged into one.

Twinks are not dead in the USA and on some EU battlegroups as well.
If you want to twink, there are a few choices:
19s: Ruin (all week)
29s: Reckoning (Thursdays, Sundays, Tuesdays)
39s: Nightfall (all week)
49s: Ruin (Thursdays)
59s: Ruin (not sure on days)
60: Doesn't matter where you choose, as long as you're on a vanilla capped account with your 60 twink (NO EXPANSIONS ENABLED) you will get battleground queues with other people leveling.
Edit: These are all the US brackets. I'm not entirely sure where twinks play in EU.

go for a 29 hunter, those things pwnnn. i had one for awhile then decided to level it later
