May be a stupid question but I honestly don't know the answer and if it's been discussed then I managed to miss it.
Can you get this to proc more often by putting it on two one-handed weapons as opposed to a dual wield?

I'm quite sure that it doesnt stack.
And i think (though i'm not sure) that it has a internal cooldown so having 2 will be mostly wasted.

It has a 45sec internal cooldown. My combat logs show an effective proc rate of ~1ppm.
So using two does not make sense; get a mana oil on your second weapon.
