I'm not in Alliance myself so I dunno the quest but check this page.

It lists all Paladin quests so just scroll down to "Level 20 (Sense Undead, Bastion of Stormwind, and Verigan's Fist)" and you will see all the general steps you need to complete in order to get that mace.

It's the quest line that Sel pointed to regarding the Tome of Valor.

Tome of Valor-->talk to some people-->defend Daphne Stillwell-->talk to her husband in IF-->do a bunch of stuff for him-->gives you Verigan's Fist.

problem with this quest line is that if you tend to solo, most of it is not soloable until Verigan's Fist is not useful anymore. If you have a regular posse to run with it should be ok. Might get tricky in the instances (blackfathom and shadowfang more than deadmines).

if it happens that you're on Hoamarush and Alliance I'll run you through it. ;)

Quest: The Test of Righteousness
http://wow.allakhazam.com/db/quest.html?wquest=1653

If Duthorian Rall in the Cathedral won't give you the quest try going straight to Jordan Stillwell in Ironforge to get the follow up.

Edit: My bad Stooges in on the right track. The Tome of Valor quest leads to The Test of Righteousness quest, It still starts at Rall.

Truth be told, I soloed everything except SFK at 22/23. BFD is easy, you don't even have to go into the instance, the deadmines part isn't bad if you're careful about it, and the ogres are fairly easy, and you can avoid fighting most of them. I did the SFK part with another 23 pally, and the only part where we had a problem was the first boss, simply because there's no good way to pull him without getting at least 2 of his worgs too, and that was a bit much. So, yeah, we wiped there, but that was the only place (and the pally I was with was...bad. He didn't even have Blessing of Wisdom at level 23 for some bizarre reason.) So, get someone to give you a hand with SFK (a hunter or warlock would probably be especially nice, just for the extra body) and you shouldn't have a problem.

Granted, if you're horde (the same guy who gives you the rez quest gives you the weapon quest..but that's a polearm, not a hammer, so I'm guessing you're not) getting a group for SFK should be pretty easy, and the rest of it's fairly simple (BFD same as for Alliance, Deatholme isn't even an instance and you should have been there already, and RFC you can probably solo the instance at 23).
