Staff question :: World of Warcraft

Ok i just started playing WOW so plz don't yell at me for this noob question but where can I learn to use staff's on my blood elf I am on the horde side but I want to the under city and moon city's weapon master to see if I could learn it but it was not listed do I have to be a certain lvl?

I searched my *** off to for that skill, finally I asked a LVL 60 lock for directions :P

There's A Weapons trainer in Thunderbluff that teaches Staff's to a BE Warlock. I do not think it's bounded to a level, In the worst case U need lvl 10.....
