Can anyone inform me how fast that 8% is, is it faster then minor speed increase??

I keep wanting to use it, but when I broke it down, I was only getting snared on average of 15 times a night in PvP(49 bracket). That comes out to a free snare resist once or twice a night? I've got better places to put 2 combo points.
I like it because it free up my boots for a 12 STA enchant and for a mutiltate build, I didn't really see where to put 2 points anyway.
Also, once they fix it, it will stack with the +5% snare/root resist metagems.
