SoR vs. SoCFollow

Protection Pally here with a question for all other Pallies. I've been getting questions (mostly from Retribution and former Ret Pallies) as to why I don't use Seal of Command over Seal of Righteousness. Supposidly SoR scales with attack power, but its also affected by judging Seal of Crusader /w +Magic. I've noticed times when my Holy damage will be > than my white/weapon damage.

Ok, so heres my question: I actually leveled Pro from 1-70, never done Retribution. Are you able to do more than 70% Holy damage with SoC? In short, I'm thinking that SoR is more beneficial to Pro Pallies, but SoC is better for Retribution Pallies because their Attack Power/Weapon Damage is usually higher. Any thoughts?

How i see it is SoR applies every time your weapon hits whereas SoC is a proc.

As a prot pally, your threat comes from holy damage, so you want every time your weapon swings to apply your holy damage which equals more threat. SoC is great for burst damage, which works for a ret pally but not for a prot pally.

The trick with Seal of Command is that it rewards big, slow weapons over fast ones, even if their dps is the same.

The damage that Seal of Command does is based off of how much damage the weapon does PER SWING--meaning a weapon that swings once every 4 seconds for 100 damage will get more benefit than a weapon that swings once every 2 seconds for 50 damage, even though the dps is the same. This happens for two reasons.

1--Seal of Command's damage is equal to 70% of weapon damage. This favors weapons with higher damage and lower speed.
2--Seal of Command does not have a flat xx% chance to proc--it actually is designed to proc 6 or 7 times a minute, regardless of your attack speed. Thus, the slower your weapon, the higher your chance for Seal of Command to proc.

All this is set up so that Retribution favors Seal of Command, and Protection favors Seal of Righteousness. Retribution is based around using a massive, slow, 2handed weapon and hoping for crits and Seal of Command procs. Protection is based around using a smaller, lighter weapon for a constant, steady stream of holy damage. One-handed weapons are on the whole much faster than 2-handed weapons, so Seal of Command on a one-hand/shield pally will many times be LESS damage than Seal of Righteousness.

Thanks guys, I kinda had the same conclusion just from what I've experienced with SoR, but I wanted someone's input on SoC to confirm my belief. Heres something more: since SoC relies more on slow, massive weapon damage, would a Retribution Pally /w points in Reckoning do better with SoR or SoC? Obviously this would be related to PVP, as Reckoning is kinda usless for a Retribution Pally that isn't taking damage as tank in PVE.

Think of Reckoning this way: 2x the hits, 2x the damage, 2x the procs.

This isn't the case with Seal of Command as it isn't using a percent chance, but a Procs-Per-Minute rate. According to experience and things said by the pros on this site, Reckoning won't be all the effective with Seal of Command. And then if you add in the fact that to get the most out of SoC you'll want to be using a Heavy 2-Hander, you won't get the full benefit of Reckoning which requires a 2 second weapon or slower.

Seal of Righteousness: Your 50 Damage 2 speed weapon all of a sudden hits twice every 2 seconds. Lets say you're using a SoR that does 30 extra damage. To me that will become 60 damage, plus you'll get the full benefit of Reckoning so you can get all of the extra hits in for BIG (yet still little) damage.
